The Standard - Shanghai to ration power from today - China Section

So, there has been a certain amount of persuasion here that Shanghai can't really be considered a 3rd world developing city. Perhaps, some people have even seen the light, but more likely the one who I'm trying to convince is myself. And without seeming like I'm backtracking here, Shanghai may not be fully 3rd world, but much of the rest of China is. Then again, California isn't known for its uninterruptible power supply, either. Scary as the chinese communist apparatus can be, I'm sure they pale in comparison to the Governator so if he can't get it done, then there is little hope for the power situation in China.
